The story of Norilsk is a tragic one. Though they had managed to get through the worst of the fossil fuel crisis, the people were unprepared when attacked by a corrupt mercenary group who would rather seize the scarce food and shelter than share it. Several innocents were killed, but the others managed to flee. For days they wandered the tundra, cold, hungry, afraid, when they stumbled across a man called Kevra. Kevra showed the starving citizens to the magical cave, with its water, shelter and special cavern where it was so warm even plants could grow. Hailing Kevra as their saviour, the people elected him as their ruler and get to work building a new city, which they name 'The City of Ice and Stone'.
Norilsk is not a place for visitors- it lies in the heart of a very dangerous and unstable landscape. So far, no-one knows the location of the City of Ice and Stone, which is perhaps just as well, for then the people need not fear attack. Though of course one would love to see with one's own eyes the beauty of their domed citadel, said to have been made purely from ice...
